Saburi tackled me on December 11th as to what had passed with Chen.

I informed him in very general terms of southern claim to be national government of all China and of my impression that they were out for fresh treaties as opposed to revision, I also had gathered that the south were opposed to meeting the powers collectively in conference.

I made it clear that conversations were non-committel on both sides and that I had emphasised that I had no authority to offer recognition in any form but merely to explore the ground as to southern aims and ambitions.

He asked if I had discussed question of tariff; I said I had merely indicated our general view regarding Washington surtaxes.

The same night Mayer of American Legation dined with me and I gave him similar information,
